The Office of Information Technology is responsible for providing information technology support for servers, network, storage, etc. to attorneys and support staff. The incumbent provides expertise in Agile Project Management to support end-user needs and foster continuous improvements across all digital products and services.

Your responsibilities include, but are not limited to:
Supervise a multi-disciplinary team of creative/technical professionals, exercising Agile Project Management subject matter expertise for the design, development, and maintenance of software applications and Internet/Intranet websites, alongside data collection, reporting, and analysis.
Oversee multiple projects simultaneously to meet project cost, scope, schedule, and mitigate risks by administering IT project management best practices (e.g. using Agile methodologies, PMBOK, ITIL) and implementing standardized set of project management tools and principles.
Foster collaborative team approach via Agile methodologies (Scrum and Kanban), and implementing Continuous Integration/Continuous Deployment (CI/CD) processes, to evolve Software Development Life Cycle (SDLC) and other product life cycles.
Develop, plan, and execute sprint cycles, via strategic planning sessions with supervisor (Director, OIM), and holding Scrum team meetings and Agile coaching sessions.
Establish metrics and systems analysis to assess efficiency, effectiveness, accuracy of: data, codebase, web content quality, data call responses, regulatory compliance, and user experience.
Plan, develop, and administer office budget including financial monitoring and reporting. Develop detailed contract work specifications, and serve as a Contracting Officer's Representative (COR).
Facilitate technical requirements gathering sessions, perform needs analysis with customers, write well-defined user stories/document functional and system requirements, and validate requirements with stakeholders for current digital products and to anticipate future needs.
Deploy IT solutions, promoting structured software engineering; integrating testing methodologies; spearheading business process automation initiatives; developing standard operating procedures/governance; and applying service delivery best practices.
Implement DevSecOps framework, processes, procedures, and controls (in hybrid cloud architecture), to help ensure: security and privacy compliance; information assets are adequately protected; and reduced information management/technology risks.
Communicate and collaborate effectively both orally and in writing, briefing technical/non-technical stakeholders, users, and project teams (at all levels of Division) on research findings, design, and test solutions.

- Selective Service Registration is required, as applicable.
- You must complete or have completed a one-year probationary period and one-year supervisory probationary period if not already served.
- You must maintain a bank account for direct deposit of salary.
Qualifications
To qualify for GS-14, you must meet A and B below:
A. SPECIALIZED EXPERIENCE: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). Such experience includes possession of at least three of the following: 1) development and maintenance of enterprise-scale information systems using industry-standard Software Development Life Cycle (SDLC) processes; 2) operating sprint cycles, via Agile methodologies (Scrum & Kanban); 3) writing user stories/documenting functional and system requirements, via Application Lifecycle Management (ALM) tools; 4) operating in DevOps/DevSecOps and Continuous Integration/Continuous Deployment (CI/CD) hybrid cloud environment (Microsoft Azure cloud experience preferred); and 5) conducting/facilitating stakeholder interviews and workshops, with a focus on human-centered design and research practices.
B. IT-RELATED EXPERIENCE DEMONSTRATING EACH OF THE FOUR COMPETENCIES:

Time in Grade: Federal employees must meet time-in-grade requirements (one year at the next lower grade) by the closing date of announcement.
