Duties
As an Economic Development Representative, you will:
Perform complex business and program management regulatory oversight or similar work requiring an understanding of associated functions of mission elements critical to agency priorities and objectives. Represents the agency authoritatively to key government and business officials and organizations plans and manages delivery of major, high priority products and services which are central to agency objectives.
Serve as first line of contact on development activity related to all EDA programs, advises applicants and grantees, establishes planning coordinating activities and implementation of projects in his/her area. Independently assumes responsibility for higher complex program management or analytical work addressing critical issues or mission objectives.
Analyze and communicate sound and authoritative recommendations on highly complex and sensitive economic development business/industry issues/policies, applying creativity, judgment, and recognized expertise to realize key objectives including project development.
Communicate with all levels of the employing organization; other involved federal agencies and institutions; state and local governments; key officials of businesses and of business/industry association; to foreign counterparts; and to congressional staff personnel.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-13 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience:
Providing technical assistance and guidance to external stakeholders to support the development of economic strategies, programs and projects; and
Analyzing and assessing investment project proposals using qualitative and/or quantitative evaluative methods, techniques and related administrative laws, policies, regulations and precedents; and
Developing network relationships with proponent and/or stakeholders to ensure a constant inventory of potential investments for all programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
