This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit & appoint qualified candidates to the competitive service. About the Position: Serves as a Senior IT project management specialist and software/systems developer responsible for duties related to support.

Duties

Assesses progress in assigned IT projects/programs including cost estimates, schedules, and performance supportability baseline requirements. Provides input to the program manager for source selection and contractor monitoring of acquisition phases. Analyzes interrelated issues of effectiveness, efficiency, and productivity; develops recommendations to solve problems. Responsible for applying concepts of software engineering and development activities, enterprise architecture, best practices. Evaluates contractor procedures for analysis of hardware and software configurations. Ensures proposed technical solutions are reasonable, affordable, logical and in compliance with Department of Defense (DOD).

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent obtain and maintain a SECRET Clearance for the duration of employment.
• TDY business travel is up to 10%.
• This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic Requirement for IT Specialist (Application Software/Data Management), GS-2210-13: Specialized Experience: One year of Specialized experience which includes 1) Resolving issues within the acquisition life cycle to facilitate program completion; 2) Providing input to program manager for monitoring of acquisition phases; 3) Designs IT systems and tests computer software, and 4) Presenting internal and external management level briefings. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
