Duties

Assists with the worldwide mission responsibilities of the Director, Human Resources which includes: workforce planning, talent and capability management, labor and employee relations, change management, (cont.) manpower, position management, training and development, recruitment and staffing, position classification, military personnel management, benefits and entitlements, awards and recognition, employee services and counseling, (cont.) performance management, telework administration, employee communications, personnel action processing and file maintenance, injury compensation. Serves as a member of DLA's Executive Board and shares in the full responsibility for providing expert professional executive enterprise leadership, insights, and direction to meet agency mission and strategic goals. Advocates and influences the acceptance and administration of sound human resources (HR) management concepts, practices, and personnel innovations in day-to-day operations and act as a consultant/partner with management. Requires frequent dealings with labor unions, to include labor negotiations. Evaluates budget and forecasts FTE to carry out organizational responsibilities. Oversees and manages Agency-wide training development and delivery of functional training. Serves as the alternate representing DLA on special project areas such as Financial Improvement and Audit Readiness, the Hire to Retire process and the Enterprise Organizational Alignment Board, and the Continuous Process Improvement Board.

Qualifications

To qualify for a Deputy Director, DLA Human Resources, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to the position to be filled. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Executing, directing, or managing the delivery of federal civilian and military human resources (HR) services, ensuring compliance with governing laws and regulations, involving multiple functions: recruitment and placement, position management and classification, compensation, employee/labor relations, employee benefits, or automated personnel information systems. Directing strategic and tactical planning, budgeting, marketing, and execution of human resource management, military personnel, payroll, travel, and manpower programs. Managing training for a diverse and technical workforce. Developing, interpreting, and/or advising senior management on military personnel and HR policies and administration. Providing substantive input to the strategic planning of human capital resources for an agency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
