This position is located in Office of the Deputy Secretary, Performance Improvement Office (PIO). The PIO assists the Deputy Secretary in developing and executing mission-based strategies and evaluating the results of the Department's major programs and activities. The PIO plays a pivotal role in assisting the Secretary of Education in the implementation and execution of the Department's plans and strategies.

Duties

Qualifications

Minimum Qualification Requirements: You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: Experience designing and conducting quantitative and qualitative analyses of the effectiveness of performance program operations. Experience evaluating and advising on the organization, methods and procedures used in performance programs. Experience developing study plans for teams or directing their work. Knowledge, Skills, and Abilities (KSAs): The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).       knowledge of analytic and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. Knowledge of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of the management process to prepare long-range and short-range planning guidance in accordance with broad agency program policies and objectives. Knowledge of structure, programs, and organizational relationships and quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions. Ability to collaborate, build relationships, influence or negotiate public or Departmental policy and business analytics with management to consider recommendations, and perform first line supervisory functions for a team.
