About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Charlottesville, VA. Serves as a Personnel Security Specialist providing assistance to customers on personnel security related issues.
Duties
Serve as a Personnel Security Specialist with responsibility for implementing the National Ground Intelligence Center Personnel Security Program.
Review requests for clearances and accesses against personnel security administration principles, policies, and procedures.
Review personnel security questionnaires and requested information to assess completeness and adequacy, and to identify deficiencies and solutions.
Analyze data and conduct inspections to identify threats and security vulnerabilities.
Conduct indoctrinations, security awareness training, and debriefings.
Maintain control records, logs, and checklists.
Prepare reports applicable to the personnel security program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- Temporary duty (TDY) travel may be required up to 25% of the time.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- SPeD Certification, Security Fundamentals Professional Certification (SFPC) required within the first two years of employment.

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing security functions such as indoctrinating and debriefing personnel, maintaining accurate security records, conducting personnel security interviews, reviewing security requests for completeness, and/or conducting security awareness briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09).

To qualify based on education, you must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as National Security Studies or Security Management/Administration. (Note: You must attach a copy of your transcripts.)
