About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Enterprise Operations Directorate, Security Division, Charlottesville, VA 22911.

Duties

Serves as a Personnel Security Specialist with responsibility for implementing, administering and monitoring the National Ground Intelligence Center (NGIC) Personnel Security (PERSEC) Program. Provides oversight of the PERSEC Branch in the absence of the Branch Chief. Assumes administrative duties of the Industrial Security Specialist in their absence. Grants clearances and/or accesses based on results of background investigations and the application of knowledge of regulatory requirements that must be met for each level of security clearance. Reviews results of personnel security investigations and uses judgment and knowledge of Department of Defense (DoD) regulations and DoD Instructions to determine appropriate courses of action to take. Implements and provides oversight of the Department of the Army Personnel Security Program for the U.S. Army NGIC. Receives requests for personnel security investigations of individuals appointed or assigned to critical or sensitive positions requiring access to classified, unclassified but sensitive, cryptographic, and Special Access Program (SAP) information. Makes initial determination as to scope of investigation required, considering such factors as sensitivity level of position, background information on individual, criteria for governing various classes of security clearances, etc. Assumes alternate responsibilities for providing technical and administrative instructions, guidance, training, orientations and briefings/debriefings for the Industrial Security Program serving as the Alternate Industrial Security Specialist.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Temporary Duty (TDY) travel may be required, up to 25% of the time.
  • Must be able to obtain core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes InformationPersonnel SecuritySecurity Program Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
