Duties

This Executive Advisor position is located Information Technology, Front Office, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: On behalf of the AA/DAA, Incumbent directs and coordinates the efforts of other professionals in multidisciplinary studies of extraordinary importance to the AA/DAA and for TSA as an agency. Oversees and integrates planning efforts to accomplish various phases of project requirements concurrently or sequentially. Variables to be considered often cross disciplinary lines requiring effectiveness in strategic planning and the ability to define objectives, develop innovative approaches, provide oversight, and communicate roles and team expectations and requirements effectively. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Responsible for conducting research into highly complex program and policy areas and exercises primary responsibility for developing goals, analytical framework, and appropriate methodologies to be used in each aspect of the study and for reviewing and approving final work products produced by others. Uses a wide variety of quantitative and qualitative techniques to examine information and data that may contain critical gaps or are of limited reliability. Makes presentations to the AA/DAA and provides recommendations that serve as a definitive basis for major policy changes or rulemakings affecting key TSA strategic programs and operations. Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Serves as liaison for the AA/DAA with counterparts within TSA, as well as DHS and other intergovernmental committees and working groups. Attends meetings, conferences, and high-level briefings on behalf of the AA/DAA and briefs leadership regarding significant results and developments. Contacts are internal and external, and the incumbent often represents the organization as a principal point of contact to provide advice and guidance on the applications of policies and procedures. The duties are at the full SV 0301 K-Band performance level and the SV- K Band is the developmental grade level leading to such performance.

Qualifications

To qualify at the SV-K Band (GS-15) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following: Leads high level special projects, policy studies, initiatives, and change efforts of a special and sensitive nature including analyzing and interpreting policies, procedures, and precedents, and developing a range of alternatives for consideration of the AA/DAA that address highly complex issues. Provides advice, guidance, leadership, and direction to senior level management officials, and first-line supervisors, on the development and implementation of sound policies, procedures, and processes. Ability to plan, direct, and carry out long-range and highly complex policy studies, projects, or program analyses sufficient to direct and coordinate the efforts of other professionals in multidisciplinary studies of extraordinary importance to the AA/DAA and for TSA as an agency, including overseeing and integrating planning efforts to accomplish various phases of project requirements concurrently or sequentially. Experience in technology areas of Cloud Computing, Artificial Intelligence (AI), and Cyber Security, to help drive innovation and enhance organizational efficiency. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
