Duties
Serve as a Program Analyst within the NTC 916TH Support Brigade, S8, Resource Management Branch (RMB).
Analyze complex financial operating programs to evaluate their actual and/or potential effectiveness in achieving objectives.
Perform detail reviews on prior and current year budget programs and multi-year POM year submissions to estimate program balance and planning for short- and long-term funding requirements.
Provide status of funds, budget policy and budgetary impacts, and internal accounting to the to the 916th Support Brigade command and staff personnel.
Advise on financial and accounting systems encompassing areas within budgeting, purchasing, travel, reimbursements, contracting, invoicing and receiving report functions.
Conduct analysis to compare similarities and differences and recommend actions to supervisor when necessary.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires you to travel from the duty station up to 25% of the time
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually

I have one year of specialized experience equivalent to at least the GS-11 level in the Federal service which includes conducting cost benefits analysis to interpret data for budget and/or schedule recommendations, reviewing project completion costs to manage budget creation and/or execution while utilizing financial management software, assisting with planning long-term fiscal strategies to advise on budget policies, OR reviewing maintenance program estimates for efficiency to make recommendations.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
