This position is located in Rock Creek Park, in the Division of Administration. The incumbent reviews and analyzes the overall unit and individual sub-unit budgets to ensure that the preparation and the use of the funds are in accordance with allocations, policies, procedures, laws, and required formats Open to the first 50 applicants or until 11/13/2024 whichever comes first. Duties

The major duties of the Budget Analyst position include, but are not limited to, the following: Performs budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Performs financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data. Plans and organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Uses governmental software systems such as AFS and FBMS to perform budgetary functions, and to review and fund certify contracting action documents and review and prepare contract undelivered order reports for certification. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-11/13/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include 6 of the following activities: (1) Assisting with the preparation and tracking of a budget; (2) providing required data to staff for program planning summaries; (3) assisting with execution of the current year budget; (4) reviewing budget justification data submitted in support of budget estimates or requests; (5) preparing data summaries for inclusion in routine reports; (6) tabulating cost data on assigned projects; (7) applying basic budget cost analysis to budgetary data; (8) assisting with tracking expenditures by proper accounts and type; and (9) drafting financial reports consistent with regulations and guidelines. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include 7 of the following activities: (1) Development, preparation, and revision of a budget; (2) providing required data and assistance to program managers and staff in developing budget and program planning summaries; (3) execution of the current year budget; (4) checking the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests; (5) preparing data summaries for inclusion in special reports on budget execution; (6) tabulating and analyzing cost data on multiple individual projects (e.g., construction, research, or maintenance); (7) applying advanced budget cost analysis strategies (e.g., cost-benefit ratios) to budgetary data; (8) tracking expenditures by proper accounts and type; and (9) preparing financial and budget reports consistent with regulations and guidelines. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
