Duties
Serve as a Program and Management Analyst responsible for assisting with developing, planning, formulating, executing, reviewing, and evaluating program, administrative, equipment, manpower, and funding requirements.
Ensure consistency between future goals, program efficiencies, status of accomplishments, process achievers, and costs, balanced against mission priorities and efficiency.
Identify priorities, workload, and changing procedures to effectively and efficiently accomplish all writing, re-writing and modification of the Operations Group training service support contract.
Assist in adjustment of program plans, objectives, and resourcing to accommodate training development changes.
Make recommendations for process improvement/analysis of processes for problem areas and solutions related to contract administration/oversight.
Help evaluate technical and functional objectives, program goals, resource (manpower, funds, equipment, supplies) availability, and status information for projects.
Serve as the Operations Group S8 Point of Contact for contracting support on some of Operations Group contracts.
Develop contacts at professional and management levels within DoD, DA, other Federal agencies, contractors, consultants and representatives of commercial and government organizations.
Serve as the activity Government VISA Travel Card Agency Program Coordinator.
Articulate and communicate to the Program Manager the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Obtain raw data from government activities, contractors, and subject matter experts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance through the duration of your employment.
- Must submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually thereafter.
- This position requires the employee to occasionally travel away from the normal duty station up to 10% of the time.
- Position requires DoD Financial Management Level II certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes(1) experience preparing estimates, justification statements, and finance execution plans for assigned program areas; (2) experience compiling cost figures to be used in forecasting funding needs; and 3) experience monitoring the rates of obligation and expenditures of fund in the annual fiscal requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
