The primary purpose of this position is to serve as a HR Program Manager and Direct Reporting Unit (DRU) expert action officer on senior military officer and enlisted leadership personnel actions in order to assist with metrics that will be used to advise the AFDW Commander, Command O-6 leaders, and Director of Manpower, Personnel & Services leaders and staff.

Duties

Provides strategic and technical guidance as well as seasoned consultative management advisory services to the Division Chief in support of the Command relating to all aspects of senior leader assignment and management programs. Provides support and technical input to Division Chief for AFDW leadership consideration on a variety of high-level, highly complex, and often politically sensitive personnel actions. Proposes plans and activities to meet the needs and requirements of the Senior Leader Management Division. Prepares necessary correspondence, documentation and reports related to assigned programs and duties. Prepares responses to inquiries from all levels within and outside of the command, to include Higher Headquarters, Department of Defense (DoD), as well as congressional inquiries.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of advanced Human Resources Development, Leadership Development, Talent Management, and regulatory principles, concepts and practices, as well as laws, Executive Orders, Instructions, philosophy, methods, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems referred by less experienced specialists. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of wide area of various Senior Leader programs, initiatives, policies and practices that enable the incumbent to serve as an expert in the full range of manpower and organization functions as well as the ability to incorporate necessary training/program initiatives that meet mission needs. Expert knowledge of Air Force and HQ AFDW command structure, missions, programs, mission areas, enterprise, and organizational relationships. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide program military personnel administration responsibilities. Ability to communicate effectively, both orally and in writing, in the capacity as a trusted advisor for the Command. Must also communicate with the AFDW Commander as well as mid/top-level decision makers at HQ USAF and SAF offices, his/her superiors, peers, and at the working level on issues that cut across functional and organizational barriers. Ability to plan, organize and direct the functions and mentor, motivate, and appraise the staff of an organization. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resource. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
