The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the HR Directorate. Responsible for providing advice to leadership across the entire spectrum of military, civilian personnel support; comprehensive manpower and organizational analysis.
Duties
Plans, organizes, and directs the activities of the Resource Management and Systems Division, ensuring that the Division complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Human Resources Directorate with a variety of installation and functional area organizations.
Establishes, defines, and implements requirements for human resource management, systems, and manpower programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.

- This is a supervisory position, and a 1-year probationary period is required.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
- The work requires the incumbent to obtain and maintain the appropriate security clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes ????knowledge of human resources management and information system principles, concepts, laws, rules, and regulations governing military, federal civilian, and non-appropriated fund personnel management; Give broad policy guidance on objectives and priorities, assigns areas of responsibility, and is available for consultation when controversies arise; Can plan, organize, and direct the work of subordinates to achieve organizational goals and objectives with minimal guidance or direction. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of human resources management and info systems principles, concepts, laws, rules, and regulations governing military, federal civilian, and/or non-appropriated fund personnel management.
Knowledge of manpower and organizational principles, practices, and requirements; substantive nature of federal programs, activities, mission, policies, and objectives; management principles and processes: and analytical and evaluative methods and techniques.
Knowledge of financial, budget, resource management practices and principles.
Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
Skill in gathering, assembling, and analyzing data facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff in the organization.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
