The primary purpose of this position is to Oversee the Appellate Program Evaluation EEOC Division, SAF/MRBE, and as individual duties, serves as Air Force EEO Complaints Compliance Officer and Appeals Program Manager.

Duties

Serves as the Air Force EEO Complaints Compliance and Appeals Program Manager, responsible for operation of the AF-level EEO compliance program, and provides direct oversight of the Air Force centrally managed appeals process for EEO complaints. Serves as the Lead, SAF/MRBAE, Program Evaluation EEOC Division, which handles an inventory of approximately 240-250 appeal and compliance actions per fiscal year. Responsible for managing the internal IT systems, and effective use of associated external systems and processes and enhancements, ensuring integrity and accuracy of data; develops quality control measures; developing process improvements and cross references with external IT systems. Performs duties as Senior Analyst and Reviewer as a backup to the Lead Human Resources Specialist over SAF/MRBAR. Reviews and analyzes discrimination complaint cases submitted to AFCARO and/or reviews decisions written by subordinate level FAD writers.

  • This is a Centrally Managed Position in the 0201 Series, Human Resources Management Field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes direct experience using knowledge of the laws, rules, and regulations governing federal human resources management. Experience applying a working knowledge and understanding of the entire complaint process under 29 C.F.R. Part 1614 and the appeal and grievance process. Analyzing a wide variety of work force data to provide recommendations for improving the human resource management program. Experience using knowledge of staffing, employee management relations, and other functional areas of civilian personnel management to determine procedural, regulatory or programmatic errors in the practice, which led to a complaint or grievance. Performing fact-finding, analysis, mediation, and resolution of complex employment disputes; and researching and discerning applicable case laws. Preparing and presenting briefings, issues and recommendations; providing clear and thorough advice and assistance to other analysts, assuring consistency with prior agency decisions and precedents. Applying analytical skills providing technical expertise for the review and preparation of final agency decisions on discrimination complaints, grievances, and appeals; applying analytical skill and judgment to independently gather, organize, weigh and present various kinds of evidence and information in support of findings, and to arrive at sound conclusions and recommendations. Developing improvements in and designing new work methods and procedures to accomplish work of the team; planning work accomplishment to meet expected quality and quantity of work; and motivating, training and working with diverse employees. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the laws, rules, and regulations governing federal human resources management. Possess a high degree of analytical skill and judgment to independently gather, organize, weigh and present various kinds of evidence and information in support of findings, and to arrive at sound conclusions and recommendations. 2. Thorough knowledge and understanding of the entire complaint process under 29 C.F.R. Part 1614, EEOC Management Directive (MD) 110, AFI 36-2706, and the appeal and grievance process of AFI 36-1203. Skill in researching and discerning applicable case laws. 3. Skill in analyzing a wide variety of work force data to provide recommendations for improving the human resource management program. Knowledge of the methods and techniques of fact-finding, analysis, mediation, and resolution of complex employment disputes. 4. Skill in written and oral communication to prepare and present briefings, issues and recommendations; to provide clear and thorough advice and assistance to other analysts, assuring consistency with prior agency decisions and precedents. Ability to plan, organize, and direct the functions, mentor, motivate, train and work effectively with diverse employees. 5. Knowledge of staffing, employee management relations, and other functional areas of civilian personnel management to determine procedural, regulatory or programmatic errors in the practice which led to a complaint or grievance. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 6. Ability to apply analytical skills to serve as senior/lead analyst providing technical expertise for the review and preparation of final agency decisions on discrimination complaints, grievances, and appeals. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
