This position is located at Departmental Offices, Terrorist and Financial Intelligence - Intelligence Analysis. As a Program Analyst, you will oversee a critical relationship between the Intelligence Community and the Department of the Treasury.

Duties

Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Program Analyst, you will: Compile narrative and budget data in support of briefings for senior leadership. Review budgetary and program requirements to ensure compliance with federal policies Assist with planning, formulation, justification, execution, and analysis of budget Develop Standard Operating Procedures (SOPs) and internal policies. Advise OIA leadership on issues that have significant impact on funding execution. Coordinate with stakeholders to execute procurement needs, to include acquisition related pre-award and post activities. Serve as a Contracting Officer's Technical Representative (COTR) and oversee contractor performance in OIA. Plan, oversee, and facilitate financial and budgetary aspects of existing contracts and contractors, including for forward deployed elements.

You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes ALL of the following: Experience in building financial plans and developing recommendations based on analysis of program requirements; AND Coordinating with stakeholders throughout the development and delivery of acquisition requirements; AND Performing programmatic and acquisition-related pre-award and post activities such as acquisition planning, requirements and requisition development, and technical evaluations; AND Identifying or supporting acquisition/procurement services for Program Office mission needs. SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes ALL of the following: Performing programmatic and acquisition-related pre-award and post activities such as acquisition planning, requirements and requisition development, and technical evaluations; AND Identifying or supporting acquisition/procurement services for Program Office mission needs; AND Experience managing relationships and customer service with key internal and external stake holders; AND Experience communicating information to a broad range of audiences. OR EDUCATION: You may substitute education for specialized experience as follows: Qualifying education includes a PH. D. or equivalent doctoral degree or 3 full years of progressively higher graduate level education leading to such a degree, or an LL. M. if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. (*Note: If you are qualifying using education and you are within 9 months of graduating you may tentatively qualify. However, you must graduate and/or meet all qualification requirements prior to being appointed to the position.) The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
