You will serve as an HR Liaison Lead in the Business Operations Directorate of NAVAL ORDNANCE SAFETY AND SECURITY ACT.
Duties
You will be responsible for managing and administering NOSSA Manpower, Performance Management, Defense Acquisition Workforce Improvement Act (DAWIA), Defense Organizational Climate, administrative programs, and supervisor training requirements.
You will function as the NOSSA Military and Civilian Manpower Officer, providing advice and support to NOSSA management in carrying out their responsibilities for hiring, retention and professional development of civilian and military personnel.
You will assist with the establishment and implementation of NOSSA manpower allocation strategic planning, philosophy and procedures, and validating all NOSSA manpower requirements.
You will provide administrative and personnel program support across multiple functions for NOSSA.
You will provide advice and information to senior management and program directors on a wide variety of complex administrative and personnel management issues.
You will review and monitor changes in policies, regulations, practices and procedures received from DON, DoD and OPM to determine impact and affects on assigned functions.
You will analyze data and coordinating with the AcqDemo program office at HQ to ensure the successful operation of the performance management program for NOSSA.
You will manage NOSSA manpower programs and functions and serves as principal advisor regarding long and short-term strategic planning for NOSSA manpower requirements.
You will assist with requirements for and oversee the planning, coordination, integration and direction of special workforce projects and strategic plans.
You will provide management with analytical and administrative direction, support and guidance necessary for workforce accomplishment of NOSSA goals/objectives.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting studies of administrative programs (manpower, performance management, training, etc.) to recommend improvements to support organizations work methods and procedures of personnel.
