Fish and Wildlife Service will be filling two Grants Management Specialists, in the Office of Conservation Investment, GS-1170-7/9 permanent full-time positions (one per location) at: Region 5, Hadley, MA Region 4, Negotiable Within the SE Region (AL, AR, FL, GA, KY, LA, MS, NC, SC, TN, PR and VI) This position is also open to status candidates under announcement MR-25-12592852-AA-MP. Duties

As a Grants Management Specialist your duties will include, but are not limited to, the following: Responsible for pre-award and post award functions in support of various financial assistance programs involving both discretionary and mandatory funding incorporating various legal authorities, and statutory requirements, with various recipients including non- profits, educational, local and state governments, and tribal entities. Performs initial review of applications to determine the necessity, reasonableness, and appropriateness of the proposed costs through verifying and evaluating data supporting each element of cost and may require the request and use of pre-award audits by a federal audit agency or an outside audit firm. Interprets the impact of changes in applicable laws and regulations on the administrative process and works to Identify and resolve problems, while ensuring award actions meet both the legal and supervisory review requirements. Provides support and guidance for grants and agreements by monitoring performance, progress, and cost, protecting the government's rights, enforcing all terms and conditions, and ensuring that all actions are properly completed. Provides input into documents, reports, spreadsheets, procedures, presentations, training materials, and work products.

Qualifications

Only experience and education obtained by 11/11/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification [GS-07] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-05 in the Federal service. Experience may include: Reviewing grant documents (e.g. proposals, grants, cooperative agreements) for completeness; Entering information into an automated tracking system on award activities; Utilizing computer software applications to prepare documents, reports, or correspondences; and assist with researching laws, regulations and policies used to manage a financial assistance award. OR Successful completion of 1 full year (18 semester hours) of graduate education or related disciplines appropriate to the position. OR Successful completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. A combination of specialized experience and graduate education as described above that, when combined, equals 100% of the total requirement. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification [GS-09] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-07 in the Federal service. Experience may include: Ensure financial assistance duties assigned are executed in accordance with all applicable regulations and guidelines; Conduct liaison between the federal program and outside entities; Experience in administration, modification and termination of financial assistance actions and budget analysis functions; and Reviewing basic financial information from pulled queries. OR Possess a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, in a related field such as Business Administration, or Public Administration and that provided the knowledge, skills and abilities to perform this work; or LL.B. or J.D., if related. OR Possess a combination of specialized experience as described in 1 above and graduate education beyond the first year as described in 2 above, when combined, equals 100% of the total requirement. You will receive credit for all qualifying experience, including volunteer experience. Career Transition Assistance Plan (CTAP) or Interagency Career Transition Assistance Plan (ICTAP): Department of Interior (DOI) Career Transition Assistance Plan (CTAP) procedures apply in filling this vacancy. These programs apply to employees who have been involuntarily separated from a federal service position within the competitive service or Federal service employees whose positions have been deemed surplus or no longer needed. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
