You will serve as a Lead Procurement Analyst in the Contracting Department at PSNS and IMF.

Duties

You will be the lead department subject matter expert (SME) and representative for the development and execution of procurement policy. You will serve in an advisory capacity providing direction, training, and guidance to branch and department civilian personnel involved in accomplishing a broad range of procurement policy and programs related to contracting functions. You will collect data, perform analysis, and prepare policy documents related to directives from management, NAVSEA, and PSNS and IMF. You will develop and oversee policy and regulatory processes. You will provide advice and guidance in regards to audits, program issues, procurement regulations, acquisition planning, and contract terms and conditions. You will ensure acquisition information is published, well documented and readily accessible by stakeholders.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

• Males born after 12-31-59 must be registered for Selective Service.
• This is a bargaining unit position.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Contracting category and functional certification tier is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as a professional contracting specialist conducting reviews on all types of contract actions such as acquisition strategies, solicitations, or justifications/approvals for compliance; and utilizing acquisition laws, regulations, policies or procedural requirements to resolve contract review issues; analyzing data to implement efficient contract solutions. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
