Duties
You will perform complex accounting functions to include preparing, analyzing, interpreting and presenting accounting data.
You will provide authoritative advice and solutions to complex managerial issues.
You will operate, maintain, and modify accounting systems.
You will use accounting information to identify financial and management problems.
You will operate and maintain accounting information in the Navy Enterprise Resource Planning (ERP) System at a Working Capital Fund field activity.
You will be the point of contact for one or more of the following: financial accounting, financial statements, asset accounting, accounts payable, accounts receivable, payroll/travel or audit related issues.
You will be recognized as a subject matter expert throughout the accounting community.
Requirements

Qualifications
In addition to the basic education requirements:
For the NT-04:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional accountant analyzing and monitoring accounting systems that includes the Enterprise Resource Planning system or similar system to solve a variety of accounting problems to comply with legislation and regulations.
For the NT-03:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05/08) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional accountant preparing and analyzing accounting data and maintaining accounting information in the Enterprise Resource Planning (ERP) or similar System.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
Basic Education requirements:
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the NT-03:
Successful completion of a master's degree in a field directly related to the position being filled.
OR
Successfully completed two full years of graduate level education that is directly related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.
For the NT-04:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.
