You will serve as a Financial Associate in the Operations and Business process Branch, NAVSEA ERP Business Office of Naval Surface Warfare Center Indian Head Division.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to the GS-11 and GS-12, the NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14.
Duties
You will serve as a Financial Associate supporting the Financial Team in Navy Enterprise Resource Planning, Controlling, Financial Accounting, Funds Management, Project Systems, and Sales and Distribution Modules.
You will be responsible for interpreting financial policies and procedures and making business process recommendations for effective operations within the Navy ERP as well as with external interfaces.
You will provide effective customer service, resolve complex problems, and make recommendations for process improvement.
You will provide support to the Naval Sea Systems Command (NAVSEA) Enterprise, both General Fund and Working Capital Fund.
You will review and interpret laws, policies, regulations, and directives pertinent to financial management to determine their impact on financial management system operations.

- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the NT-05: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS 11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional accountant interpreting financial policies and procedures to analyze and evaluate financial systems (e.g. Enterprise Resource Planning) and data to implement business process improvements and streamline organizational operations.
For the NT-04: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional accountant interpreting financial policies and procedures to analyze accounting information and data to resolve a variety of accounting problems and recommend process improvements for a financial system.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess a degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements).
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the NT-04 pay band only:
Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree;
OR
Successful completion of an LL.M. degree that is related to the position being filled;
OR
A combination of experience and graduate education as described above that equates to one year of experience.
