You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Accounting Division within the Comptroller Department of NAVSURFWARCEN IH DIV.

Duties

You will direct and supervise the Accounting Division of the Comptroller Department; plan, develop, coordinate and establish accounting procedures and practices to provide accurate, specific, and comprehensive accounting financial data. You will serve as the subject matter expert regarding generally accepted accounting principles (GAAP), reporting requirements, interpretation of policies, procedures, and other accounting concerns. You will provide recommendations for senior managers on program execution to correct program variances; provide interpretive and analytical advice on financial transactions and program execution and provide reports and data on status of funds. You will oversee and advise on work in any Financial Improvement and Audit Readiness (FIAR) phases, Management of Internal Controls (MIC), Continuous Process Improvement (CPI), and Management of Directives on accounting functions and processes. You will demonstrate advanced knowledge of organizational or program practices and operations in order to analyze accounting/financial systems to solve complex accounting problems. You will coordinate the work of accounting and financial management professionals, evaluate subordinate team leads and staff personnel, approve leave, recommend discipline, awards, promotions, other personnel actions and resolve complaints.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional accountant managing financial operations or accounting functions to solve a variety of accounting problems in support of a Working Capital Fund (WCF) activity. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

A bachelor's or higher degree in accounting; or a bachelor's or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 semester hours of credit in business law; OR
  • A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
