Duties
You will Serve as a technical authority and advisor to senior level personnel in the Division and Directorate regarding the case development of Building Partner Capacity (BPC) programs.
You will be responsible for coordinating and approving a variety of Navy IPO standard Foreign Military Sales (FMS) cases and non-standard FMS cases, also known as Pseudo Letters of Offer and Acceptance (LOA).
You will create new and innovative approaches and policies for complex programs, particularly related to the case reviews of BPC programs.
You will apply extensive knowledge of administrative laws, policies, regulations, and precedents applicable to critically important Building Partner Capacity (BPC) and Foreign Military Sales (FMS).
You will manage, lead, plan, and organizes studies and projects.
You will develop detailed plans, goals, and objectives for long-range implementation and program administration.
You will represent the organization at meetings and briefings regarding assigned programs and projects
You will develop and/or review a variety of correspondence for high level officials both internal and external to the organization.
You will manage the reviews and approvals of Navy enterprise Security Cooperation cases also known as Pseudo Letters of Offer (LOA).
You will develop ways to resolve problems and manage issues that directly affect the accomplishment of assigned programs and objectives, to include developing, analyzing, and utilizing metrics to assist in decisions, and improvements.
You will develop detailed plans, goals, and objectives for long-range implementation and program administration.
You will manage or serve as an active team leader or member of teams to provide expertise and help accomplish projects.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- Position requires incumbent to attain DoD Security Cooperation Certification in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 U.S. C., Sect. 384.
- You will be required to obtain and maintain a current PM Practitioner certification.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-11) or pay band (NH-02) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
-Experience providing Foreign Military Sales (FMS), policies and procedures;
-Experience utilizing Congressional, State Department. Office of Secretary of Defense (OSD), and Navy policies regarding Building Partner Capacity (BPS), Foreign Military Sales (FMS), Leases and initiatives under the Security Assistance program;
-Experience providing critical planning, schedule, and reporting requirements of Title 10 and Title 22 Building Partner Capacity (BPS)
