This position is located in the Bureau of African Affairs, Office of Economic and Regional Affairs (AF/ERA). AF/ERA is responsible for strategic planning and budgeting functions; multilateral diplomacy including the Africa Union and regional Africa issues at the United Nations; development issues, including foreign assistance planning and program management; human rights, democracy and governance issues; economic, commercial, environment, energy, health and investment.
Duties
Analyzes the foreign assistance programs and determines if they are being managed effectively, efficiently, and if they are producing the desired results to advance U.S. Foreign Policy Objectives.
Serves as a point of contact for incoming actions from Departmental offices, U.S. embassies/posts, other U.S. government agencies, international organizations, foreign governments, and non-governmental organizations on foreign assistance programs.
Consults and coordinates with all identified stakeholders regarding the programmatic and other technical matters which may arise in grantee administration.
Safeguards and protects classified material, preventing any unauthorized disclosure.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing programs in support of human rights, democracy, and democratic governance.
Experience assisting in the programming of foreign assistance program budgeting, program design and management, and foreign assistance account authorities, including the use of Economic Support Funds.
There is no substitute of education for specialized experience for the GS-12 position.
