This position is located at Departmental Offices, Domestic Finance - Financial Markets, Office of Federal Lending. As a Staff Accountant, you will be responsible for processing, certifying, recording, and reporting administrative receipts and expenditures in compliance with governing regulations.

Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Staff Accountant you will:
Prepare both internal and external financial statements and reports, in accordance with federal requirements as well as the Financial Accounting Standards Board (FASB) and Federal Accounting Standards Advisory Board (FASAB) standards, to accurately reflect the activities and operations of the Federal Financing Bank (FFB) and Federal lending programs in which the FFB supports.
Analyze and reconcile the balances of Federal lending programs and work with intergovernmental program offices to identify and resolve differences, to support and improve government-wide financial reporting.
Determine whether accounting transactions are consistent with prescribed coding and that transactions are processed in accordance with US Standard General Ledger definitions.
Reconcile and evaluate the content, accuracy, and timeliness of the FFB's General Ledger.
Analyze and interpret financial data in order to detect trends and identify needed corrective measures and processes to improve the Loan Management Control System's (LMCS) accuracy and utility.
Qualifications
You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE:For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Leading the processing and validating of accounting transactions, such as disbursements, reconciliations and repayments; AND
Reconciling a variety of subsidiary and general ledger accounts and verifying the completeness of accounting or financial data; AND
Experience applying knowledge of financial management, fiscal, audit, and accounting theories, concepts, principles, and procedures; AND
Experience performing internal control tests and providing responses to accounting audits.
SPECIALIZED EXPERIENCE:For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:
Assisting with processing and validating of accounting transactions, such as disbursements, reconciliations and repayments; AND
Assisting with reconciling a variety of subsidiary and general ledger accounts and verifying the completeness of accounting or financial data; AND
Experience assisting with internal control tests and responding to accounting audits;
OR EDUCATION: You may substitute education for specialized experience as follows (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.):
Ph.D. or equivalent doctoral degree OR
Three full years of progressively higher level graduate education leading to such a degree , OR
LL.M., if related.
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE:For the GS-9 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:
Assisting with reviewing accounting transactions, such as disbursements, reconciliations and repayments; AND
Assisting with analysis of accounting or financial data, and information shown in a general ledger.
OR EDUCATION: You may substitute education for specialized experience as follows (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.):
Master's or equivalent graduate degree OR
Two full academic years of progressively higher graduate level education (In order to be creditable, education must be related to this position); OR
LL.B. or J.D., if related.
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
1. Basic Requirements for Accountant 0510 Series:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
