This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application.
Duties
The Supervisor will provide a broad range of professional and clinical pharmacy services in a complex, two division medical center/ten community-based outpatient clinic healthcare system that has an active research program and an active affiliation with Vanderbilt University, Meharry College of Medicine and numerous pharmacy schools. The incumbent will be responsible for the clinical pharmaceutical services program to patients admitted to TVHS sites of care. Then incumbent provides support to medication distribution systems (unit dose, ward stocks, emergency medication, outpatient, and sterile products) and its supervisors. Functions include, but are not limited to:
Responsible for day-day operations of the Outpatient and Inpatient Pharmacy Section and the programmatic and supervisory direction of clinical pharmacy services to patients admitted to TVHS sites of care.
Ensures the appropriate utilization, maintenance and care of Pharmacy Service resources.
Responsible for all performance improvement activities Pharmacy including audits, peer reviews, and quality assurance.
Maintains effective relations with medical, professional and administrative staffs of our institution. Provides professional guidance to medical and professional staff.
Supports Pharmacy Service Management by ensuring administrative compliance with various federal and professional requirements.
Maintains appropriate confidentiality of all information accessible through the patient charts and hospital computer system.
Completes performance evaluations. Recommends awards and/or disciplinary actions.
Has direct line supervisory responsibility for pharmacy technicians, pharmacist (staff/fee/contract), specialty technicians, residents and students as applicable.
Communicates pertinent information to staff, supervisors, and administration.
Successful work in this position may involve travel between facilities.
Coordinates drug conversions and initiatives associated with the VHA Operational Efficiencies program in order to maximize cost avoidance for the healthcare system.
Oversees and assists in problem resolution with Inpatient and Outpatient Pharmacy sections.
Responsible for completing all assignments on time. If for any reason, any assignment requires an extension, that extension will be requested prior to the due date.
Independently identifies process problems and issues and works as a Team with all VA TVHS Pharmacy Supervisors to initiate Quality Assurance processes consistently across all TVHS Campuses as required to assure optimal and safe medication clinical and operational services for Veterans.
Serves as a supervisor for the clinical pharmacy services and other areas assigned.
Assists in development, implementation and/or maintenance of plans to promote therapeutic appropriateness and safety.
Responsible for participating in new program implementation, setting program goals/objectives, and monitoring progress through metric, data, and other methods.
Trains and updates other staff on the appropriate procedures and issues involving the program.
Responsible for assessing, planning and evaluating the inpatient pharmacy program to ensure proper coordination between the delivery of pharmaceutical care and the overall delivery of health care.
Responsible for detecting, monitoring and reporting adverse drug assurance activities.
Participates in conducting MUE studies and departmental quality assurance activities.
Evaluates medication orders and medication profiles for appropriateness of therapy; dosage range, synergistic, antagonistic, and cumulative effects, Reviews questionable medication orders with prescribing physicians when necessary.
Provides consultation and education to physician, nurses and other health care professionals on drug information.
Shares mutual responsibility with other health care practitioners for providing drug-related patient education and counseling. Using suitable oral, written, or audiovisual communication techniques and methods, the incumbent will inform educate, and counsel patients about their drug therapy in order to maximize proper use of medications and, therefore, improve therapeutic outcomes.
Coordinates and participates in training pharmacy students, pharmacy residents, and other trainees in areas related to the program.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Grade Determinations: GS-13
Pharmacists should demonstrate the following Full Performance Level KSAs:
1. Knowledge of professional pharmacy practice.
2. Ability to communicate orally and in writing to both patients and health care staff.
3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
4. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters
a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Pharmacists assigned to this position must demonstrate the following KSAs:
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.
(b) Assignments. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area.

Physical Requirements: Applicants must be able to perform the following duties: lifting (up to 50 lbs); carrying (up to 50 pounds). Applicants must have use of all fingers. Walking or standing for up to 8-hours. Kneeling intermittently multiple times for up to 8-hours. Use of both legs is required. Must possess visual acuity to read typed print.
