This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Pharmacy Supervisor, Inpatient/Specialty Clinical Pharmacy Programs is responsible for policy development, quality resources, and specialty functions unique to the Inpatient/Specialty Clinical Pharmacy Programs to optimize cost effectiveness (budget) and patient outcomes. S/he will monitor, develop, and evaluate the activities of the Clinical Pharmacy Specialists (CPS) assigned to Inpatient/Specialty. This includes, in conjunction with the Associate Chief of Pharmacy, Clinical and Educational Programs, setting the agenda for the programmatic goals and delegating responsibility to the specialty clinical pharmacy staff for achievement of those goals. This is accomplished with regular meetings with Inpatient/Specialty clinical pharmacy staff to outline these goals and activities. Goals of the program will be dictated by local, VISN, or National VA goals and directives. The progress of programs initiated and performed by Inpatient/Specialty clinical pharmacy staff will be reported to the Associate Chief, Clinical and Educational Programs. The incumbent shall serve in advisory capacity to the Associate Chief, Clinical and Educational Pharmacy Programs on matters relating to Inpatient/Specialty Clinical Pharmacy Programs. Functions include, but are not limited to: Manages the activities of assigned Clinical Pharmacy Staff and has the oversight of ongoing inpatient clinical pharmacy services. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Ensures implementation of performance standards, assures that clinical practice is compliant with all regulatory and accrediting body requirements. Develops policies and procedures relative to the assigned area of practice. Designs and implements orientation and training programs for staff and develops and maintains systems to monitor the performance of staff activities. Interviews prospective candidates for appointments, recommends appointments, advancements, or promotions or disciplinary actions. Incumbent will have direct or indirect oversight of the Pharmacy Residency Program and other educational programs if applicable to his/her area of practice. Supports the Chief of Pharmacy as needed during various inspections and surveys such as Joint Commission. Responsible for tracking and trending workload within clinical area of supervised clinical practice through proper clinic set up and proper use of encounter coding. Coordinates all clinical pharmacy functions for his/her assigned practice area, helping to achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams. Designs, implements, assesses, monitors and documents therapeutic plans utilizing the most effective, least toxic, and most economical medication treatment for patients consulted to his/her care and other clinics as designated by supervisor. Functions independently in day-to-day clinical and administrative duties associated with the position, consulting with higher level supervisors only when required. Follows up with patients on lab or test results to discuss the plan of therapy. Monitors for and reports drug errors, adverse drug reactions, allergies, and patient compliance issues. Documents findings per facility policy. Plans, coordinates and implements formal and informal instruction/orientation to all staff (pharmacy, medical, nursing, residents, students, and other allied health professionals) within area of assignment. Demonstrates a concerned, compassionate and helpful attitude to enhance a positive image of the Medical Center and the VA system when interacting with patients, relatives, staff members and other individuals dealing with the Medical Center. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: GS-13 Pharmacists should demonstrate the following Full Performance Level KSAs: 1. Knowledge of professional pharmacy practice. 2. Ability to communicate orally and in writing to both patients and health care staff. 3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security. 4. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. (b) Assignments. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Preferred Experience: A. The Pharmacy Supervisor, Inpatient/Specialty Clinical Pharmacy Programs, functions at the highest level of clinical practice and works independently under his/her scope of practice in the inpatient/specialty and/or anticoagulation/geriatric arena. B. The Pharmacy Supervisor, Inpatient/Specialty Clinical Pharmacy Programs, is an expert understanding of regulatory and quality standards for the Inpatient/Specialty area which includes a knowledge of specific pharmacotherapeutic protocols that contribute to provision of quality standards to the patient. C. The Pharmacy Supervisor, Inpatient/Specialty Clinical Pharmacy Programs, has the ability to solve problems, coordinate and organize responsibilities to maximize outcomes in the inpatient/specialty and anticoagulation/geriatric specialty areas. D. The Pharmacy Supervisor, Inpatient/Specialty Clinical Pharmacy Programs, has the expert knowledge of the of the Inpatient/Specialty specialty area of pharmacy which includes a complex understanding of the pharmacotherapy utilized in Inpatient/Specialty as well as current quality standards for the treatment of the anticoagulation/geriatric patient. E. The Pharmacy Supervisor, Inpatient/Specialty Clinical Pharmacy Programs, has advanced skill in monitoring and assessing the outcome of Inpatient/Specialty drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters related to Inpatient/Specialty and anticoagulation/geriatric pharmacotherapy. F. The Pharmacy Supervisor, Inpatient/Specialty Clinical Pharmacy Programs, has the credentials required for approval of a Scope of Practice with prescribing authority by the Pharmacy and Tennessee Valley Healthcare System (TVHS) Professional Standards Board. The required credentials are a Pharm.D. Degree from an ACPE accredited School/College of Pharmacy. Preferred qualifications are completion of an ASHP accredited PGY-1 Residency and BCPS certification. Physical Requirements: Applicants must be able to perform the following duties: lifting (up to 50 lbs); carrying (up to 50 pounds). Applicants must have use of all fingers. Walking or standing for up to 8-hours. Kneeling intermittently multiple times for up to 8-hours. Use of both legs is required. Must possess visual acuity to read typed print. Keen hearing (aids permitted). Mental stability must be required to handle rigors of the position. The loss or impairment of a specific function may be compensated by satisfactory use of prosthesis.
