This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Need Position to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Manage the Sexual Harassment/ Assault Response and Prevention (SHARP) Program for a typical serviced population of at least 10,000 which includes Soldiers and Family members, as well as Department of Army Civilians.
Emphasize the commitment to maintain a workplace environment that rejects sexual harassment, sexual assault and attitudes that promote such behaviors.
Participate in management of issues, providing information and recommendations based on data summaries, extensive knowledge of regulatory and policy background, and resolution of previous issues.
Support the commander with prevention activities, response coordination, case management, victim advocacy and training management. Supports the planning of training and the oversight of subsequent execution of that plan by subordinate echelons.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Position may require the incumbent to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
- SHARP positions must complete all required training, obtain certification, and be placed on appointment orders prior to having any victim contact or access to victim information.
- In accordance with DoDI 6493.03, this position requires the incumbent to obtain and maintain the DoD Sexual Assault Advocate Certification Program (D-SAACP) within six months of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Directing a program which emphasizes prevention of sexual harassment and sexual assault; 2) Establishing policies that reinforce a culture of sexual harassment and sexual assault prevention, response, and accountability; 3) Analyzing sexual harassment/assault response reports to measure program effectiveness; 4) Recommending methods to improve the effectiveness and efficiency of a SHARP program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
