About the Position: Serves as a Project Management Specialist for PEO C3N, Product Lead Allied Information Technology (PdL AIT) responsible management, control, coordination, and execution of assigned Security Assistance projects and activities to build security relationships, partner capacity, and capabilities in support of achieving national security objectives.
Duties
Plan, coordinate, and conduct program analyses and evaluations to assess future requirements and the effect of technical and project proposals in support of national security objectives.
Utilize future requirement assessments to determine support requirements for development of the project.
Contact organizations and supporting contractors, such as IT corporate, to discuss problems identified during the assessment to develop and coordinate resolutions.
Identify, write, analyze, and manage requirements of the project; selects and masters the tools and techniques that have been proven to be effective in this process to ensure requirements’ management process results and to assure project success.
Confirm the relevancy and accuracy of data and in order to ensure the organization has the appropriate resources and manpower to achieve programmatic goals.
Accomplish other general, short term, managerial and operational tasks; develop operating procedures for use by Program Managers within the Security Assistance community.
Prepare and presents briefings to senior management and staff to facilitate project/program objectives.
Develop project plans and execution timelines, establishing control and reporting procedures, and schedules, prepares, and conducting management in-process reviews.
Conduct program analyses and evaluations to assess future requirements and the effect of technical and project proposals in support of national security objectives.
Work in close partnership with US Government, Joint Staff, and adjacent Combatant Commands, and U.S. and partner nations to promote U.S. National Security objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident
- Selectees must meet position requirements for certification at Level Practitioner certification in Acquisition Career Field A - Program Management within 60 months of entrance on duty.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
Qualifications:
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS 14 grade Step 1 to the highest equivalent GS 15 grade step 10 in the broadband. This position is covered by a salary control point within the NH-04 broad band and the salary range is from $127,397 to $191,900 (GS-14/GS15 equivalent).
Acquisition Statement: Defense Acquisition Workforce Improvement Act Career Field Position. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at A - Program Management (II - Practitioner) within 60 months of entrance on duty.
Telework Eligibility Statement: This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.

Specialized experience is defined as: 1) experience planning, coordinating, and conducting program analyses and evaluations to assess future requirements in support of national security objectives; 2) experience determining support requirements for development of projects; 3) experience presenting briefings to senior management and staff to facilitate project/program objectives; 4) and experience assisting to develop policies to ensure projects are in compliance with standardization and modernization requirements in support of counterterrorism.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (GS-12/13).
