This position is located in USDAs Office of Chief Information Officer (OCIO), Information Resource Management Center (IRMC).IRMC has oversight responsibility for the management, acquisition and integration of USDA information resources, including automated data processing, telecommunications, office automation, cyber security, data management, end-use computing and IT governance.
Duties
Participates in enterprise architecture efforts for broad and complex USDA enterprise systems that support a wide range of functions, organizations and processes.
Keeps with up technology trends and the practical application of existing, new and emerging technologies to enable new and evolving business and operating models.
Consults on application or infrastructure development projects to harmonize systems or infrastructure development projects with the enterprise technology architecture.
Identifies when it is necessary to modify the enterprise architecture to accommodate immediate or future project needs.
Develops and implements technology bricks, principles, standards and patterns for the current operating environment with consideration of Dev/Sec/Ops transition.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Basic IT Competencies: Individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is demonstrated in all of the following areas: 1. Developing, implements, and ensures compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs; 2. Defining high-level migration plans to address gaps between the current and future state, in sync with the IT budget and capital planning processes; 3. Overseeing or consult on technology implementation and modification activities (for example, projects), particularly for new or shared enterprise application solutions; 4. Conducting essential IT related processes and common IT management best practices in different areas including, Enterprise Architecture Framework, Security, Application Rationalization Framework and Capital Planning.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
