This position is located on the Benefit Evidence and Evaluation Strategy (BEES) team within the Office of
Strategic Support, and Initiatives (OSSI), Office of the Under Secretary for Benefits (OUSB), Veterans
Benefits Administration (VBA). The Office of Strategic Support and Initiatives is responsible for developing, coordinating, and executing VBA programs and enterprise-wide initiatives.
Duties
Specific duties include:
Provides administrative and direct supervision to a staff of analysts and oversees the daily operation of the unit; ensures agency policies and priorities are being followed; develops performance standards; and evaluates day-to-day work performance of subordinates.
Performs personnel tasks including creating performance and development plans, processing leave requests and timesheets, and conducting monthly progress reviews. Develops long-range organizational plans and goals.
Enables performance management and professional development of employees by facilitating the creation of robust performance plans.
Coordinates goals, priorities, staff resources, productivity, quality, and general activities with higher-level management.
Assesses resource and workload issues and promptly identifies issues requiring outside intervention.
Builds and manages workforce based on organizational goals, budget considerations, and staffing needs.
Plans, schedules, and carries out major projects concerned with the analysis and evaluation of programs or organizational effectiveness per OMB Circular A-11, Part 6 et. al. Analyses, evaluations, and recommendations developed by the employee are normally reviewed by management officials only for potential influence on broad agency policy objectives and program goal.
Oversees analytical and evaluative work associated with a wide array of OSSI program activities. This includes development, analysis, evaluation, and providing recommendations based on complex data to improve the effectiveness of work methods and procedures, organization, resource utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.
Understands and provides technical guidance on principles, procedures, and requirements of employees' work.
Conducts periodic program review and analysis briefings to compare progress with objectives and established milestones.
Reviews and reconcile information about project statuses and outcomes to communicate with senior leadership. Analyzes and evaluates on a quantitative or qualitative basis, the effectiveness of administrative functions and operations in meeting established goals and objectives.
Identifies opportunities for expanding technical capabilities and prioritizes areas for improvement. Remains up to date on technological methods and facilitates access to appropriate and helpful technical tools.
Consult with program and project managers regarding project requirements and objectives and help to plan for accomplishment.
Leads discussions, meetings, and conference calls with key stakeholders, subject matter and technical personnel, and others as needed to secure and provide information; investigates facts; presents conclusions, recommendations, and alternatives; obtains concurrence; develops alternate courses of actions; and mutually resolves problems.
Review and approve all project plans before submission for OSSI Director approval. Manages project teams ensuring project goals are met within established thresholds.
Advises Senior VBA Leadership of unique conditions and issues that impact program activities and guides the interpretation and implementation of new and revised policies, regulations, and procedures.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/01/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization.
Examples of specialized experience include (but are not limited to):
Providing strategic communication, planning advice, and consultation to higher-level management and agency officials. Overseeing project management to ensure integration and coordination within established timeframes, maintaining corporate goals and objectives. Directing, planning work, and setting priorities for multiple programs within the agency. Developing policies and plans to implement immediate and long-range goals and objectives. Developing resolutions to difficult solutions and recommending policy and procedure changes. Performing analysis and evaluation of program effectiveness and efficiency to identify issues and make recommendations to higher-level management officials. Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates and manage a successful operation. Such experience is to be substantive and relevant.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
