PRIMARY PURPOSE: To serve as a senior Air Force electromagnetic spectrum superiority analyst at the Headquarters Air Force level and to provide Air Force military expertise in defining, scoping and designing a construct and implementation path for EMS superiority; drafting strategy, policy and guidance; defining and implementing required education, training and skills.

DUTIES:
Applying relevant military EMS superiority experience, supports the development of Air Force EMS superiority capabilities using processes to establish or modify doctrine, organization, training, materiel, leadership and education, personnel, facilities and policy (DOTMLPF-P).
Performs a broad range of highly complex and controversial qualitative and quantitative analyses of programs, policies, and issues which have major impact on the development of national security capabilities and programs, strategies, policies, and long-range war, mobilization, and contingency plans.
Serves as an EMS superiority authority and consultant to other HAF organizations, MAJCOMs, other Services, the Joint Staff, and federal agencies within assigned areas of responsibility.
Prepares information and position papers and presents high-level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

- Must be able to obtain and maintain a Top-Secret security clearance with access to Sensitive Compartmented Information (SCI) and Special Access Programs (SAPs).
- Drug Test requirement was modified to comply with AFI 90-508 Air Force Civilian Drug Demand Reduction Program, 28 August 2014.
- Electronic/electromagnetic warfare experience is critical to the successful completion of the work.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

This is a drug testing designated position. The incumbent is subject to random testing for drug testing. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery of advanced management and organizational principles and practices; a comprehensive knowledge of Agency policies, instructions, guidelines, and doctrine; thorough knowledge of Agency program goals and objectives, the sequence and timing of key operational, exercise and training events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and comprehensive knowledge of the Agency DOTMLPF-P processes; and a thorough knowledge of the Agency's planning, acquisition, and management processes to provide support for Agency electromagnetic spectrum capability development and sustainment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of electromagnetic spectrum operations (EMSO), primarily electronic / electromagnetic warfare (EW) functions, operations, doctrine, training, policies, procedures, and practices and the concepts, theories, and practices.
Knowledge of the Department of Air Force policy, instruction and doctrine development procedures, personnel development and training, readiness and exercise infrastructures to include the Defense Readiness Reporting System (DRRS).
Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones; the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations and the way the EMS superiority DOTMLPF-P processes support them.
Knowledge of and skill in the application of Air Force electromagnetic spectrum superiority expertise as it applies to assigned programs, and knowledge of weapon systems.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
