About the Position: Serves as a Physical Scientist in the Jacksonville District. Independently plans work, coordinates with other engineers, scientists or subject matter experts, resolves problems, and carries assignments through completion.

Duties

Performs review and production of dredged material testing actions and their evaluation and identifies, investigates and resolves regulatory compliance issues. Coordinates information with multiple Federal, State, Commonwealth, territorial, Tribe, and local resource agency experts to specify modeling, monitoring, analysis and reporting needed for project permitting and compliance. Consults and coordinates activities with internal and external subject matter experts, team members and other stakeholders. Collects, analyzes, and evaluates data needed to prepare dredged material testing plans, disposal options including ocean disposal per 40 CFR 220-228 Ocean Dumping Regulations, and water quality analyzes for large scale dredging projects. Skill in applying professional and practical knowledge to provide solutions to complex issues of particularly unique, novel or controversial nature for which current information is often inconclusive or in the form of supposition or theory. Manages and performs work in compliance with identified project milestones and budgets.

Additional information about transcripts is in this document. Basic Requirement for Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which demonstrates a high degree of knowledge working with environmental regulations for Federal and/or state regulatory agencies. Extensive experience working with Florida's and/or Puerto Rico/ U.S. Virgin Islands' fragile ecosystems including resident flora and fauna. Extensive experience working dredging activities and dredged material disposal. Exhibits coordination experience with Federal and/or state agencies. Exhibits experience reviewing and producing environmental documents required for compliance with Federal and/or state environmental regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
