Duties
Project management for system related projects, supervising or training computer operators, and being the consultant for computer problems beyond the knowledge of technical support staff.
Management and technical oversight of application design and development.
Implementation of multiple interdisciplinary applications to provide low-cost, web-based solutions, including Geospatial Information Systems (GIS) web mapping.
Independently responsible for interpretation and adaptation of this general guidance as to specific concepts, proposals, and action plans. a
Responsible for developing program policies, procedures, and improved managerial, operational, and administrative procedures for the functions managed and executed within the District.
Requirements

- The business travel requirement is 10%.
- GISP (GIS Professional) certification is required.

Basic Requirement for Lead Physical Scientist (GIS Developer):
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Transcripts required at the time of application.)
OR
B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (Transcripts required at the time of application.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: One year of relevant specialized experience equivalent to the GS-12 grade level in the Federal service and have the ability to perform automation of workflows, data modeling, data management, database administration, and web-map development for engineering and geospatial applications.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
