Duties
Develop, maintain, and administer standardized Air Traffic Control (ATC) training programs for all Army ATC facilities in accordance with guidelines established by regulations of the Department of Army.
Serve as the Air Traffic Control (ATC) Standardization and Training Manager for all three Army ATC facilities in the Fort Liberty Airfield Division.
Plan, establish, and oversee a continuing proficiency development program tailored to meet the needs of the Air Traffic Control (ATC) facilities.
Develop course outlines, instructional materials, visual aids, simulated non-radar control problems, and other special training aids or methods of instruction pertinent and uniquely applicable to the functions of the ATC facilities.
Ensures safe, orderly, and expeditious flow of air traffic within assigned sectors or area of jurisdiction.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be facility rated and certified by the Army and FAA at all Fort Liberty Army Air Traffic Control Facilities, remain current in the knowledge of basic meteorology, air navigation, etc. governing air traffic control.
- Incumbent must remain current in procedures peculiar to the Fort Liberty local flying area, Mackall Army Airfield Air Traffic Control Tower, Simmons Air Traffic Control Tower and Liberty Range AIC.
- Must possess or be able to obtain an Air Traffic Control Specialist (ATCS) Certificate or AOV Credentials.
- Must possess a valid Control Tower Operator (CTO) Certificate or AOV Credentials.
- Must meet and maintain the physical standards set forth in Civil Service Handbook X-118 and AR 40-501 (Class IV Standards) prior to appointment.
- Must be able to pass and maintain an ATC flight physical.
- Incumbent must maintain personal physical fitness in accordance with AR 40-501.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing prior to appointment and periodically thereafter.
- This position has been designated as Mission Essential: If this area experiences severe weather conditions that result in the installation being closed for normal business operations, you are still required to report.
- This position has been identified as being a Key and Essential position and has been designated under the provisions of AR 690-11, Mobilization Planning and Management:
- It is an Army position that cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the agency to function effectively.
- May be required to work rotating shifts, overtime, weekends, holidays and/or On-Call duty hours.
- Must meet the requirements of AR 95-2, 5-2 and TC 3-04.15, 1-54 and 3-15.
- TDY travel is occasionally required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- DOD, IAW 5 USC 3307(b), has determined an individual must be appointed to their first appointment into a position that has been identified and approved as an Air Traffic Controller no later than the last day of the month in which they became 36.
- An individual who is past the maximum entry age of 36 who served in an approved DoD Air Traffic Controller position may be reinstated to a covered position as long as qualification requirements are met and completed 20yrs of service before 56.

Specialized Experience: One year of specialized experience that includes: 1) Experience training other Air Traffic Control Specialists on day-to-day operations; AND 2) Assist with the development of a training program to be used by an office; AND 3) Experience coordinating the flow of traffic within assigned sectors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
In addition to meeting the specialized experience requirement above, applicants must also be a graduate of a DoD component or FAA approved formal Air Traffic Controller school and possess Air Traffic Control Specialist (ATCS) and/or Control Tower Operator (CTO) certification

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
