Duties

Reviews, proposes, develops, and coordinates aircraft instrument approach and departure procedures including terminal and enroute procedures. Serves as the main interface between all airspace users to ensure the Army's operation of the airspace is integrated with the Federal Aviation Administration (FAA), Department of Defense (DOD), and the civil aviation community. Briefs and advises the Installation Staff on Air Traffic and Airspace issues, policies, and procedures that affect training and operations. Coordinates IFR and VFR flight checks and inspections of ATC equipment and navigational aids to verify accuracy and reliability of systems. Serves as FAA Proficiency Manger for FAA credentialing to all Air Traffic Controllers for the Installation Details all accident/incident statements for rectification, safety violations and historical record keeping. Establishes and implements internal control procedures. Develops employee performance standards and makes formal and informal appraisal of work, giving advice, counsel and/or instructions to employees on both work and administrative matters as required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, "Condition of employment for certain civilian positions identified as critical under the Drug Abuse Testing program.
  • The incumbent of this position must be able to meet a Class IV Aviation flight physical.
  • Must possess or be able to obtain a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirements for Air Traffic Control Specialist: Applicants must also be a graduate of a DoD component or FAA approved formal Air Traffic Controller school and possess Air Traffic Control Specialist (ATCS) and Control Tower Operator (CTO) certification. ATC Certificates: You MUST submit a copy of the following: Air Traffic Control Specialist (ATCS) and/or Control Tower Operator (CTO) certification. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience with Airspace Management, ATC software, and ATC equipment in order to provide control instructions and advice to pilots in the vicinity of airports; ensuring proper approach and departure procedures of aircrafts and to expedite their safe and efficient movement; Directing and coordinating the radar control of aircraft in assigned airspace and performing radar air traffic control duties in accordance with Federal Aviation Administration (FAA) rules, regulations and radar procedures governing the movement of air traffic NOTE: This position has been identified by Department of Army as an Air Traffic Controller as defined in 5 U.S.C 2109(1)(A) and (1)(B) who is actively engaged in the separation and control of air traffic; or in providing preflight, inflight, or airport advisory service aircraft operators; or is the immediate supervisor of any employee described above. As described under 5 U.S.C. 8401(35)(B), this also includes the immediate supervisor of the person described in 5 U.S.C. 2109(1)(B). As such, this position is covered under special retirement coverage. Additional information about Special Retirement Coverage can be found in the CSRS and FERS Handbook, Chapter 46. Department of Defense, in accordance with 5 USC 3307(b), has determined an individual must be appointed to their first/original appointment into a DoD position that has been identified and approved as an Air Traffic Controller no later than the last day of the month in which they became 36. An individual who is past the maximum entry age (36) who previously served in an approved Department of Defense Air Traffic Controller position may be reinstated to a covered position provided they meet the applicable qualification requirements AND will be able to complete a total of 20 years of covered service as an Air Traffic Controller by the last day of the month in which they become 56. Department of Army may approve an exception to the maximum entry age (36) for original entry into a covered Air Traffic controller position. However, any individual who has reached the mandatory separation age (56) is not eligible for employment or reemployment as an Air Traffic Controller. In addition to providing the required eligibility documentation listed elsewhere in this job announcement, you must provide sufficient documentation to determine proof of age.
