The primary purpose of this position is to serve as the Assistant to the Installation Deployment Officer (AIDO), Wing/Installation Support Agreement Manager and focal point for the War Reserve Material (WRM) program. Assists the Installation Deployment Officer (IDO) with readiness requirements for mobility, reception, war and contingency plans.

Duties

DUTY 1: Assist the Installation Deployment Officer (IDO) with planning, organizing and implementing the Installation Deployment and Base Support and Expeditionary (BAS&E) Site Plans. DUTY 2: Manages and administers the Installation Support Agreements Program. DUTY 3: Manages and monitors the Wing War Reserve Material (WRM) Program. DUTY 4: Assists the IDO with Contingency Planning.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo and passenger movement, supply chain management, equipment and vehicles management, vehicle maintenance, warehousing, deployment planning and operations, personal property movement, global fuels and cryogenics, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related may be used to qualify applicants for positions at grade GS-11. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, support agreement and war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control. 2. Knowledge of Integrated Deployment Systems (IDS) which include logistics management information systems necessary for planning and executing deployment operations (e.g., Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), AEF UTC Reporting Tool). 3. Skill in analyzing, evaluating, and interpreting logistics readiness factors, and formulating procedural solutions to problems. 4. Ability to integrate the separate functions in planning or implementing a logistics management program. 5. Ability to identify, analyze and translate complex information, make appropriate judgments, and evaluate options concerning base readiness. 6. Ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
