This position is located at Bureau of the Fiscal Service, Division of Financing Operations. As a Financing Specialist, you will provide financial, technical, and policy analysis and conduct special projects and studies primarily related to the Treasury's Marketable Debt Financing but may conduct other special project assignments.
Duties
As a Financing Specialist, you will:
Coordinate immediate posting of offering announcements or buyback announcements to Fiscal Service's internet website and notify the public of the availability of offering announcements and buyback announcements through internet mailing lists.
Direct business and technical staff within Fiscal Service and the Federal Reserve Bank (FRB) for announcement, auction, and settlement during standard processing as well as exception/contingency processing.
Serve as an auction supervisor directing auction operations and making decisions within scope of authority. Identify and takes proper action(s) on questionable, unprecedented or contingency situations, and makes recommendations in time-critical circumstances.
Ensure 100% accuracy and maintain strict confidentiality until offering announcements have been made public.
Work closely with other staff members in a team environment to accomplish a wide variety of tasks in relation to Treasury's Marketable Debt Financing.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: performing technical and financial analysis by conducting process or project assignments in accordance with established regulations, policies, and procedures.
Examples of such experience could include:
Participating as a team leader in the development or design of operational processes; OR
Participating as a project leader in the development or design of automated or computer systems; OR
Defining business requirements, testing and project management; OR
Working with policies, procedures, and regulations for marketable securities or the systems to sell them; OR
Conducting analyses on all phases of financing operations; OR
Preparing analytical reports on highly technical issues related to financing matters; OR
Developing and writing requirements by gathering information that is followed through to design/testing.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
