Duties

PRIMARY PURPOSE: To serve as a Management and Program Analyst for the Air Force Critical Asset Risk Management Program. The incumbent implements and develops DoD and Air Force CARM policy, budgets, official repository, and the overall management of the Air Force's Critical Asset Portfolio. DUTIES: Applying Air Force critical asset operational risk management across; Space and Missile Systems, Intelligence, Surveillance and Reconnaissance (ISR) Systems, Nuclear Surety and Intercontinental Ballistic Missile (ICBM) Systems, Aircraft Systems, Cyber Systems and Communications Networks required for mission survivability, resiliency, and swift recovery. Oversees and implements process and procedures required to identify, prioritize, assess, and manage assets, systems, and infrastructure critical to DoD and Air Force mission. Functions as Requiring Activity and or Contract Officer Representative for CARM Contract. Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use.
  • Experience in conducting and reviewing inspections, evaluations and assessments is highly desirable.
  • Work may require travel away from the normal duty station on military and commercial aircraft

Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery of advanced management and organizational principles and practices for a variety of OPLANs and CONPLANs involving: Space and Missile Systems, Intelligence, Surveillance and Reconnaissance (ISR) Systems, Nuclear Surety and Intercontinental Ballistic Missile (ICBM) Systems, Aircraft Systems, Cyber Systems and Communications Networks required for operational mission survivability, resiliency, and swift recovery and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, Programming, & Budgeting System (PPBSPPBE), acquisition, or similar operations; comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events i.e. POM and FYDP; high level of conceptual and analytical ability to extract implications and problems, gather pertinent information, develop innovative and new alternatives to increase organizational effectiveness or resolve complex problems to analyze directives and guidance, and to select ones that balance and results against cost and feasibility; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and knowledge, skills, and experiences in developing contracting strategies, writing Statements of Work (SOW) and procedures in source selection of the CARM Program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of ACOR duties, responsibilities to include processing payments via interdepartmental transfers Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations of critical capabilities that supports them in order to conduct studies that determine practices to improve plans, policies, and doctrine for programs that improve mission resiliency including continuity of operations and consequence management. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of AF critical asset/capabilities involving: Space and Missile Systems, Intelligence, Surveillance and Reconnaissance (ISR) Systems, Nuclear Surety and Intercontinental Ballistic Missile (ICBM) Systems, Aircraft Systems, Cyber Systems and Communications Networks required for operational mission survivability, resiliency, and swift recovery and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, Programming, & Budgeting System (PPBSPPBE), acquisition, or similar operations. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
