The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is in the Office of Planning, Evaluation, and Policy Development, Office of Budget Service, Budget Policy and Coordination Division located in Washington, DC. Budget Service serves as the principal adviser on matters relating to policy development, implementation, evaluation, and review of, budget proposals and processes, data strategy and governance, and student privacy.
Duties

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-12, if you possess the specialize experience.
Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience analyzing policy or budget-related issues.2. Experience gathering and analyzing data to prepare a variety of reports using Microsoft Access, SharePoint, and or Excel spreadsheets.3. Experience compiling, coordinating, and communicating information, including policy or budget-related information to gain cooperation from both internal and external stakeholders.
Knowledge, Skills, and Abilities (KSAs)The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of techniques to plan, schedule, and conduct projects including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers or reports suitable for top management use and decision making.2. Knowledge of database and spreadsheet concepts, programming techniques (e.g., Microsoft Access, SharePoint, and Excel spreadsheet) and database management. 3. Ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective program implementation, execution, and evaluation.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience serving as a liaison with other federal agencies, state agencies and/or organizational entities on policy or budget related issues.2. Experience identifying, gathering, developing, or analyzing data to prepare a variety of reports, using Microsoft Access, SharePoint, and or Excel spreadsheets.3. Experience preparing briefing materials, conducting briefings, providing ongoing communications, and representing the organization on issues within an assigned program or project.Knowledge, Skills, and Abilities (KSAs)The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).
