Serves as a recognized technical authority and expert for an assigned systems development area in the Office of Digital Transformation (ODT), Office of the Deputy Commissioner, Systems. Work that involves the design, documentation, modification, testing, installation, and maintenance of new or existing applications software, and supports ODT's mission in the development and implementation of standards via the software development lifecycle.
Duties
Provides expertise in the development of planning disciplines, priorities, and analytical approaches for the design, development, testing and implementation of programmatic and administrative systems.
Provides expertise in the planning, installation, testing, operation, troubleshooting, integrating, and maintenance of COTS hardware and software systems.
Provides software applications expertise at technical discussions and negotiations with other Agency components whose work interfaces with or impacts on systems operations or processes in the incumbent's area of responsibility.
Provides authoritative advice to executive level managers within the Agency about the area of expertise. Conducts continuing review of computer technology...
[CONT'D] developments applicable to system design and prepares long range forecasts of developments relevant to SSA applications. Provides technical direction and guidance to other IT Specialists.
As an Agency expert in an assigned area, develops workplans, detailed systems analysis and design of new or existing major systems or subsystems and oversees software development, testing and implementation activities for
[CONT'D] programmatic and administrative systems. Evaluates new application software technologies. Plans, sets priorities and develops systems analysis techniques and analytical approaches in accordance with Target Architectures.
Technically assists co-workers with user-liaison development activities in providing advisory services, conducting post-implementation reviews, assessing effectiveness of
[CONT'D] systems and instructions, obtaining policy and procedural input, identifying and analyzing problem areas and responding to user recommendations.

Qualifications

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies:

In addition, to qualify for this GS-13 level position, applicants must possess and demonstrate 52 weeks of specialized experience at, or equivalent to, the GS-12 level in the Federal government that is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience must include:
developing applications in Pega and Angular to support large scale applications
AND
using web services/APIs or event driven architecture to integrate with related applications.
