Duties

You will be responsible for the overall planning, direction, and success of key agency programs and initiatives for the command. You will manage the Risk Management or Mitigation and Monitoring portfolio’s. You will develop processes and policy for consistently and effectively identifying risks from foreign investment to Department of Navy programs. You will manage and develop metrics relevant to this portfolio. You will develop briefings, talking points, and other products to educate and inform key stakeholders and leadership. You will provide program planning, assessment, coordination and advisory services for a variety of complex interrelated issues regarding organization readiness. You will work with key stakeholders to make recommendations to leadership regarding strategic issues. You will conduct complicated management studies, surveys, reviews, and research projects and evaluate program accomplishments, effectiveness, and compliance with meeting specific goals, objectives, rules, and regulations. You will interface with and serve as a liaison to various OSD and DON organizations.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band (NH-02) or (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. -Experience planning, executing and evaluating program work to meet long term strategic priorities. -Experience applying a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness or to improve complex management processes and systems. -Experience negotiating with management to accept and implement recommendations.
