You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER BUDGET OFFICE of NAVAL ACADEMY.

Duties

You will respond to data calls for information regarding financial management systems and operations. You will serve as the Comptroller representative/analyst for one or more cost centers. You will assist in formulation of budget and cost estimates. You will monitor and prepare reports on funds execution and obligation rates using various financial information systems. You will assist in the preparation of data calls for internal and external stakeholders. You will assist in processing invoices in the Wide Area Workflow system.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying, analyzing, and resolving a range of budgetary problems, such as those arising from government budget constraints and fiscal policies; 2) Performing financial management actions to include reconciling, certifying invoices, perform audits, and pulling various reports; 3) Performing technical work in support of budget analysis and administration such as maintain ledgers, compiling, consolidating, checking, and arranging funding data; 4) Utilizing administrative and financial management systems, such as Enterprise Resource Planning (ERP). For the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Entering and processing various accounting/budget actions; 2) Performing financial management functions to examine, verify, maintain, and reconcile accounts and accounting data; 3) Applying and adhering to the policies and procedures applicable to financial management operations; 4) Utilizing administrative and financial management systems, such as Enterprise Resource Planning (ERP). In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-09:
Sucessful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience

For the GS-07:

Successful completion of one full year of graduate level education
