You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Comptroller Department of the NAVAL ACADEMY.
Duties
You will perform or advise on work in all phases of the DoD Planning, Programming, Budgeting, and Execution (PPBE) System.
You will perform program review and supervise for manpower, property, and government purchase card programs.
You will review and interpret accounting and financial management policy, procedures, standards, and statutes to ensure compliance.
You will prepare, review and reconcile financial statement and financial cost reports to meet reporting requirements to DoD, non-DoD, and non-government organizations.
You will formulate internal controls for labor operations and assess and manage labor projections to ensure proper stewardship of federal resources.
You will provide supervision and leadership to several financial analysts and financial technicians.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Formulating and managing a command's direct operating budget; 2. Developing formal systems for planning, formulating, reviewing, and executing the allocation of all funds for a command (i.e. OM&N); 3. Monitoring budget execution of assigned appropriations to investigate/find the cause of any significant variances.
