You will serve as a Supervisory Program Analyst for IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will provide astute and innovative management and oversight of facilities, workforce development, IT, and financial allocations.
You will coordinate with divisional representatives on Operational Target Funds (OPTAR) and contract funding reallocation recommendations to support
emergent requirements or shortfalls.
You will monitor divisional spend plans, phasing plans, and budget execution.
You will liaise with Department of Navy Staff (DNS) Field Support Activity (FSA) for all financial planning and execution issues including phasing, augments, and realignments.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a knowledge of business operations management, contract management and strategies, financial execution, and financial/personnel processes and procedures. I also have a knowledge of Navy Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) processes. I am an expert at communicating both orally and in writing, specifically with executives and other senior leaders. Specialized experience must demonstrate the following: 1) Expert-level experience resolving complex organizational issues and interdependencies between organizations; 2) Applying a comprehensive knowledge of naval programming goals, plans, and requirements, and translating them into defendable budgets; 3) Applying managerial, interpersonal, organizational and leadership skills to develop an effective team within a complex organization; 4) Reviewing and overseeing spending plans, phasing plans, and budget execution, and making recommendations (when necessary) to improve the efficiency/effectiveness for an organization; and 5) Providing leadership, interpersonal, teambuilding, and problem-solving skills to manage front office personnel throughout daily and long-term responsibilities.
