This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Administrative Officer (OCAO), Logistics Management Division (LOD) with one vacancy in Silver Spring, MD.

Duties

As a Supervisory Logistics Management Specialist, you will perform the following duties: - Serve as a Supervisory Logistics Management Officer. Exercise decision-making authority, within the parameters of the Department of Commerce (DOC) internal property policies and Government wide regulations regarding the useful lifecycle of personal property assets. Oversee integrated logistics support, logistics management program coordination to make decisions and recommendations on the processing of logistics work. Participate, collaborate in the planning and coordination of long-range program planning with DOC and other Office of the Chief Administrative Officer (OCAO) management. - Engage and advise management on new and emerging methods, concepts and trends in the area of asset acquisition management, disposal and preservation, including artifacts and other items of historic significance. Oversee existing labor contracts; monitor and perform specific duties related to contract planning, contract administration, technical oversight, and closeout to ensure that contractor's performance meets the standards set forth in the contract. - Review, monitor, and track asset management and Construction Work In Progress (CWIP) activities in the Accountability Management System, ensuring the integrity of the data and compliance with the Chief Financial Officer Act. Analyze, develop, and use complex logistics models and systems that have application over widely distributed organizational areas. Independently perform extremely complex technical administrative duties involving specialized application projects to develop or optimize Personal Property Management Branch's (PPMB) accountability systems.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: - Providing guidance and recommendations to management on the effectiveness of logistics programs and operations and the efficiency of resource utilization that supports an organization's goals; - Performing work which involves evaluating, planning, and executing multifaceted programs in the areas of short-range and long-range planning, asset management, property management, logistics management, and contract administration; and - Conducting financial analysis or life cycle analysis or cost-benefit analysis to identify the best course of action for logistics activities.
