This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Observations (OBS), Surface and Upper Air Division (SUAD), Logistic Management Branch (LMB) in Silver Spring, Maryland. Duties

As a Logistics Management Specialist, you will perform the following duties: Manages systems and/or product life cycle, including the acquisition, distribution, allocation, and delivery; and identifies areas for shipping efficiency improvement and suggest management changes. Conducts analysis to determine systems or program requirements. Develops and/or performs logistics management operations that involves planning, coordinating, or evaluating logistical actions that support designated programs. Gather facts and develop appropriate solutions to problems requiring division attention due to their critical nature and high visibility. Reviews and monitors inventory levels and forecasts to determine where materials are needed. Orders new inventory when needed to replenish stocks. Monitors progress toward meeting the logistics plan and identify the cause and impact of delays or other problems; integrate functions of supply, maintenance, procurement, and quality assurance of logistics activities needed for sustainment. Collaborate with external divisions, inter agencies, and cross-functional teams to ensure supplier performance meets or exceeds expectations and resolves performance-related issues as needed. Operates automated software programs for equipment and spare parts directly supporting the assigned program, including the Weather Logistics Information System (WLIS) and the Consolidated Logistics System (CLS). Serves as Contracting Officer Representative Level II (COR). Develops technical requirements for contractual support for small to medium sustainment, supply support, obsolescence, and system replacement contracts required for operations. Prepares Independent Government Cost Estimates, Statements of Work, and Procurement Requests. Prepares requisitions for the procurement of services, equipment, and contracts. Reviews contract invoices and monitors finances to support contractual activities and supplies. Manage the commercial purchase card operations of the Logistics Branch.

Qualifications

This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the (GS-11) in the Federal service. Specialized experience MUST include all of the following: Purchasing supplies or equipment for an organization; Preparing contract documents and tracking contracts; and Providing guidance to solve issues regarding logistics, contracting and procurement. CONDITIONS OF EMPLOYMENT: Must be able to obtain a FAC-COR Level II Certification within two years of assignment and maintain the qualifications of the certification.
