This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as San Francisco District's Team Leader for environmental planning and National Environmental Policy Act (NEPA)compliance planning, methods, policy, and procedures.
Duties
As Team Leader for environmental planning and NEPA, conduct and mentor other environmental staff in environmental planning and compliance efforts for a diverse portfolio of water resource studies and projects.
Develop and oversee the development of the environmental portions of planning studies such as alternative formulation, monitoring and mitigation plans, and environmental compliance in support of San Francisco District programs.
Prepare and guide others in the preparation of environmental inventories, resource surveys, effect analyses, draft and final NEPA documents, compliance with associated environmental laws and regulations for civil works projects.
Represent the District and coordinate with decision makers, project sponsors, resource agencies, and stakeholders in order to plan and implement innovative solutions to complex water resource challenges.
Provide authoritative environmental advice and guidance to District staff, District leadership, and officials in other resource agencies.
Manage and make recommendations to balance schedules, budgets, and workload for multiple efforts simultaneously.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Business travel is approximately 15% of the time.

Basic Requirement for Social Science:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position.

B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Basic Requirement for General Natural Resources Management and Biological Sciences:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Landscape Architect:
A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design.

B. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
Basic Requirement for Physical Scientist:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includesscoping, managing, and conducting environmental planning and compliance for complex water resource studies; guiding project teams and junior staff in environmental planning and compliance procedures; preparing National Environmental Policy Act (or equivalent state law) documents and associated environmental compliance; and, coordinating with decision makers, resource agencies, and stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
