About the Position: As Chief, Environmental Resources Branch, serves as the authority on environmental planning and compliance matters for the District, responsible for planning and directing the accomplishment of investigations and analyses pertaining to environmental, cultural, and recreation aspects of water resources projects and other Civil Works and Military work undertaken by the District in a region with great environmental and cultural diversity.

Duties

Supervise, through subordinate supervisors, a staff of employees in a variety of professional, technical, and support work. Establish priorities and ensures quantity, quality, and timeliness of work products necessary to accomplish the assigned mission. Provide advice to operating officials with regard to environmental, cultural, and water resource issues. Manage all programs and positions in Environmental Resources Branch and recommends changes in position structure to improve economy and efficiency of operations. Supervises through Section Chiefs the preparation of documents and portions thereof in the Branch, including study reports, environmental assessments, environmental impact statements, environmental compliance documents, etc. Supervise the identification and review of potential environmental effects of projects, and development of preservation, mitigation, and restoration measures. Provide technical advice to the District Engineer and staff chiefs in establishing policies and program objectives, and resolves problematic situations. Represent the District Engineer on committees or in meetings with Federal, state, and local agencies, and interested groups and persons.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Business travel is approximately 15% of the time.

Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. -OR- B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR- C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Requirement for General Natural Resources Mgmt. and Biological Sciences: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Landscape Architect: A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design. -OR- B. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Basic Requirement for Physical Science: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes overseeing the Environmental planning and development of large and small water resource projects and advising on the environmental impacts as well as environmental and cultural resource compliance requirements of such projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
