Duties

The Regional Program Director (RPD) provides executive leadership and strategic visioning for their respective region. The RPD provides direction to effectively implement policy and provide training and technical assistance planning to support the success of their Head Start and Early Head Start programs in the region. The RPD is a model leader, and an effective communicator and collaborator with internal and external partners, as necessary. The purpose and the primary duties and responsibilities of this position are professional in nature and involve the incumbent to provide executive leadership and program direction to accomplish the effective and efficient funding and oversight of Head Start/Early Head Start and State Collaboration grantees, and regional operations. The Regional Program Director (RPD) sets expectations for high quality programs within the region and manages resources effectively to support quality. The incumbent develops long-range strategies and work plans for the region to carry out legislative initiatives and national goals and priorities aimed at improving effectiveness of the Head Start program. The RPD serves as a model of effective communication and collaboration with internal and external partners, representing the Office of Head Start in meetings, conferences and other events, assuring uniform interpretation and application of policies, procedures and guidelines. The RPD directs an ongoing program of internal controls to assess effectiveness of staff in carrying out responsibilities, including identification of challenges and implementation of improvement plans.

Qualifications

Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts) B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience:GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: 1. Directing implementation of head start programs policies and procedures to recommend strategies and/or approaches to improve overall performance of the program; 2. Developing work plans to carry out initiatives aimed at improving effectiveness of head start programs; 3. Managing the process of reviewing and negotiating grant applications and proposals; 4. Overseeing the funding of head start programs to make recommendations to leadership; 5. Identifying the need for program and management improvements to recommend methods and/or resources to expand or improve the quality of services and/or management practices. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
