You will serve as a TELECOMMUNICATIONS SPECIALIST in the FACILITIES CONTROL OFFICE (N33FCO), TECHNICAL CONTROL (N33), OPERATIONS DEPARTMENT (N3) of NCTAMS PACIFIC. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

You will serve as the Subject Matter Expert (SME) for Any Console Any Station (ACAS)/High Frequency Global Communications System (HFGCS) providing service to the Pacific Area of Responsibility (AOR). You will ensure daily HFGCS missions are uninterrupted, providing situation awareness to chain of command on any degradations requiring response from outside entities. You will coordinate new HFGCS installations, software and hardware upgrades ensuring they are in compliance with Defense Information Systems Agency (DISA) doctrines and NCTAMS PAC specifications. You will establish and implement short and long-term strategies to deliver services to customers within an acceptable timeframe. You will ensure adherence to disaster recover procedures and contributing to business practices for successful continuity. You will assist with coordination/fault isolation and installation efforts of contract personnel, electronic installation personnel and commercial vendors as required. You will process Telecommunications Service Orders (TSO), ensuring all orders are taken for action by coordinating, tracking, testing, and documenting circuits and their associated records. You will file and retain DISA messages in accordance with applicable DISA circulars. You will lead and mentor less experienced personnel and builds relationships with senior leaders and customers.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience troubleshooting, recovering, adjusting, modifying, and improving telecommunication systems. -Experience applying configuration management methods and techniques for integrating information system components, maintain network hardware and software and diagnose and recover failed systems. -Experience solving complex problems and providing support that minimizes interruptions in service to customers. -Experience providing alternative technical solutions to meet customer requirements more efficiently and/or with greater reliability and flexibility. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0391-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed an LL.M. degree that is related to the position being filled.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
